US Spending Bill Takes Aim at Cannabis Rescheduling Project

The Trump administration has revealed more information about its fiscal plan for next year. This time, the rescheduling of cannabis is being attacked.

Marijuana Moment Reports state that the House Appropriations Committee called for an evaluation of the Biden Administration’s recommendation to reschedule cannabis. This was done in response to concerns raised by the committee about the changes made in the process, and risks related with cannabis products high potency.

The report of the House Appropriations Committee on the Fiscal Year 2026 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, is currently one 12 spending bills moving through Congress. In response to the FDA 2023 review of marijuana, lawmakers have requested that the Inspector General of the Department of Health and Human Services examine any potential deviations to established drug schedule standards. This follows the FDA’s recommendation to move cannabis from Schedule I into Schedule III of Controlled Substances.

It also raised concerns about high-potency marijuana’s mental effects, particularly on young people. The Committee called for more FDA research to be done into the drug’s effects.

In addition, they emphasized the increasing market for cannabis-based products which do not fall under federal regulation. The lawmakers urged FDA to increase enforcement of non-compliant product and set clear guidelines on hemp-derived cannabinoids including THC standards and acceptable levels.

This is set to dramatically destabilise the medical cannabis industry as without the so-callled Rohrabacher-Blumenauer Amendment the DOJ would regain full authority to prosecute individuals and businesses, even if they fully comply with state law.

The medical marijuana providers would be subject to criminal prosecution, forfeiture of assets, and bank restrictions. This could force many businesses to shut down or go underground.

The bill includes a call for increased research to determine the possible therapeutic uses of psychedelics. It also asks for federal assistance in boosting the US hemp industry.

The House’s FY 2026 appropriations process remains in its early stages, with the agriculture spending bill expected to progress to a full House vote in the coming weeks. This bill may be bundled into a broader spending package later in the year.
