Massachusetts Lawmakers Are Considering Raising Cannabis Industry Ownership Caps – MEDCAN24

Massachusetts legislators are currently considering eight bills to increase the limit on the number of cannabis dispensaries that can be owned in the state. Commonwealth Beacon reports. These bills aim to increase the limit from three to six or nine licenses.

During a hearing last week on raising the cap, Kimberly Roy, a commissioner on the Cannabis Control Commission, submitted written testimony saying the current license limits “help to create a Massachusetts cannabis industry that encourages full participation, competition, locally owned and operated entrepreneurship … while fostering a diverse marketplace” and that proposals to change the cap “threaten to undermine these goals, harm those we are mandated to help and as a by-product may create a ‘Walmart effect’ supply chain where market consolidation, buying power and price manipulation can be controlled by the wealthy few.”  

As of March 2018, there were 393 cannabis dispensaries for adult use in the Commonwealth, compared to 356 in April 2020. In the process of being approved, another 211 retail cannabis dispensary licenses are expected to be issued. This would bring the total number of dispensaries in Massachusetts up to 606 

The state has signed agreements with more than 70 businesses that are involved in cannabis. Letter Insisting that lawmakers retain the limits. In the letter, those who opposed raising the ceilings said that they were “critical for fostering a highly competitive, inclusive, and diverse industry.”  

The letter says that “protecting these limitations” ensures that the Commonwealth is a leader when it comes to equitably regulating cannabis.
