US voters continue to support serious marijuana reform

The STATES 2.0 Act, as well as the federal reform of cannabis laws and their intentions are still supported in a new poll.

A national survey by Forbes Tate Partners in May 2025 was conducted among 2051 voters registered over 21.

  • Cannabis reform is supported by 70% of people (including 44% who strongly support it).
  • 65% of Americans support the right for states to make their own cannabis decisions (22% disagree).
  • 48% of respondents would prefer to vote for candidates who support reforming the federal cannabis laws.
  • About 45% say they would have a more favorable opinion of the Trump Administration if it had supported a reform to federal cannabis laws.

The Coalition for Cannabis Policy, Education, and Regulation, which commissioned this survey, commented on the results:

“The STATES 2.0 Act offers a pragmatic path forward—balancing individual liberty with responsible regulation,” says CPEAR. As the conversation about cannabis policy moves forward, legislators have a mandate from the

CPEAR’s mission is to promote a comprehensive federal cannabis regulatory framework while maintaining public safety.

The organisation says that “continued expansion of state-by-state without federal oversight or coordination creates unsolvable problems for patients, consumers, regulators and law enforcement.”

As of now, the Trump Administration has made no serious efforts to reform federal cannabis laws, reforms which Trump supported in previous years. On September 9th, 2024 President Trump declared:

As President, I will focus my efforts on unlocking the medical benefits of marijuana as a Schedule 3, and working with Congress to pass laws that are common sense, such as safe banking laws for companies authorized by state, while supporting the rights of states to pass laws like those in Florida which work well for its citizens.
