How Friedrich Merz’s Election Victory Could Impact Germany’s Cannabis Reform

Germany’s recent strides toward cannabis reform may face challenges following the election victory of conservative leader Friedrich Merz. With Merz’s Christian Democratic Union (CDU) historically opposing cannabis legalization, the future of these progressive policies remains uncertain.

Potential Slowdown of Cannabis Reform in Germany

The newly implemented cannabis policies in Germany permit adults to possess up to 25 grams of cannabis and cultivate up to three plants per household. However, Merz has expressed concerns, claiming these policies have contributed to a rise in drug-related crime. Given his party’s stance, there is speculation that Merz’s leadership could lead to a slowdown or possible reversal of these reforms.

Coalition Government Dynamics

Merz’s election win paves the way for a likely coalition between the CDU and the left-leaning Social Democratic Party (SPD), led by current Chancellor Olaf Scholz. Reports suggest that the new government could be established by Easter. While this coalition might balance extreme policy shifts, the cannabis industry remains cautious about the future direction.

Industry Leaders Urge Support for Cannabis Innovation

Niklas Kouparanis, co-founder and CEO of Frankfurt-based Bloomwell Group, acknowledged that while an alternative election outcome would have provided more stability for the cannabis industry, there is still hope. Kouparanis emphasized that reversing cannabis’s reclassification as a non-narcotic would be a complex and time-consuming process, even for conservative leaders.

He further stressed the need for the cannabis industry to unite and appeal to Merz to champion digital innovation in Germany’s healthcare system. “For millions of patients to benefit from low-threshold digital access to cannabis therapy, the entire industry must now collaborate and encourage Merz to support—not hinder—these advancements,” Kouparanis stated.

Medical Cannabis Accessibility in Germany

Since 2017, medical cannabis has been available in Germany under strict regulations, resulting in limited patient access. However, a transformative law that took effect on April 1 last year removed cannabis from the nation’s narcotics list. This landmark change simplified the prescription process for medical marijuana, allowing patients easier access through licensed pharmacies.

What Lies Ahead for Cannabis Reform?

While Merz’s leadership introduces uncertainty, experts believe reversing the recent reclassification would require substantial effort, making immediate changes unlikely. The cannabis industry remains hopeful that Merz will recognize the economic and healthcare opportunities that cannabis innovation presents.

Final Thoughts:

Germany stands at a pivotal moment in its cannabis reform journey. The path forward will depend on how the new coalition government balances conservative views with the growing demand for accessible cannabis therapy. The cannabis industry, patients, and policymakers must now work together to ensure that progress continues for the benefit of millions.
