[PRESS RELEASE] – AUSTIN, Texas, Sept. 10, 2025 – The Texas Hemp Business Council (THBC) issued the following statement regarding Gov. Greg Abbott’s Executive Order GA56 clarifies the agency’s authority regarding hemp and hemp-derived goods:
The Texas Hemp Business Council acknowledges Gov. Abbott’s executive orders, underscoring that Texas hemp law already regulates the industry. It also supports minors protections, practical enforcement, and hemp business. GA 56 avoids a hemp ban, promotes responsible trade and deters the growth of illegal markets by not imposing a prohibition on products.


We fully support all measures to ensure that hemp products can only be sold to adults over 21 years old, such as child-resistant packaging or measures to limit exposure to schoolchildren.
The Governor’s executive order is a temporary enforcement tool. Abbott’s Executive Order serves as an interim tool for enforcement, drawing on the proposed hemp regulatory framework in H.B. Briscoe-Cain’s 309 is a good example. Our regulators should implement these directives so that they do not create an undue burden on the responsible hemp business. It is important to have clear, practical rules for Texas’ legal hemp business.

Texas already has strict hemp laws under H.B. 1325. These include strict THC limits, full panel testing, licensing and labeling, as well as accessible certificates. THBC is committed to working closely with the state to achieve public safety objectives while supporting hemp businesses in Texas.”
