Trump Creates ‘Safe & Beautiful’ Task Force in DC Targeting ‘Failed’ Cannabis Legalization Policies – MEDCAN24

A new executive order signed by President Trump could have significant implications for Washington DC’s marijuana market.

Central to the order is the creation of the oddly-named ‘DC Safe and Beautiful Task Force’, tasked with ‘preventing crime, punishing criminals, preserving order… and promoting the beautification’ in the state.

The accompanying factsheet makes it clear that, while the executive order doesn’t introduce any new legislation targeting cannabis specifically, decriminalization in DC is an issue of concern to the Trump administration.

The administration links DC’s approach, which it calls a failure of local policies (including leniency towards cannabis and low-level crimes), to an overall breakdown in prosecutorial enforcement and public safety.

The fact sheet states that ‘DC’s failed policies opened the door to disorder,’ explicitly listing cannabis decriminalization alongside ‘catch-and-release’ pretrial policies and rioter leniency.

Washington DC officially legalized adult-use cannabis in 2017, but due to its unique status as a ‘federal district’, it is directly governed by the federal government rather than having its own independent legislature,

As cannabis remains illegal on a federal level Congress has mostly blocked implementation of the cannabis program. A booming gray market is resulting from businesses exploiting a provision that allows up to 2 ounces in cannabis to be given to a friend for free.

This order allows federal agencies such as the Department of Justice and FBI to work with local authorities and enforce drug laws more strictly, especially on federal land.

It is possible that cannabis related activities in areas managed by the federal government, such as Rock Creek Park, Lafayette Park and National Mall Park, will be subject to more strict enforcement.

This comes at a time when the crackdown continues on grey-market retailers. According to Outlaw ReportThe city has set a deadline for March 31st, 2025, and 41 previously non-licensed cannabis shops have been able to successfully convert into the legally regulated medical cannabis sector.

It is a significant 170% rise in unlicensed store conversions compared with the week before. Nearly double the number of operating medical dispensaries are now in operation in District.

In the last 12 months, just less than 50% of unlicensed applicants were in this situation. Outlaw Report. As of April 1st, there are 55 registered dispensaries on METRC. The cannabis tracking software used by regulators. That’s a growth rate in legal dispensaries that is more than half in just one month.

Due to the fact that cannabis is still illegal at the federal level, Congress has blocked its implementation. This has led to the growth of a grey market where businesses take advantage of a provision which allows the gifting to friends of two ounces of cannabis without any payment.

The federal government, such as the Department of Justice (DoJ), the FBI and the US Attorney’s Office can now work together with local police to enforce the drug laws and more closely monitor their use and possession.

The federal government may crack down on marijuana-related activities, including in the National Mall and Rock Creek Park.
