Cannabis legalization for adults is a sensible cannabis policy that brings many direct benefits to the community. First, it prevents cannabis consumers from having their lives ruined by the enforcement of prohibition. Cannabis users should be allowed the opportunity to contribute to society without being punished for their actions.
It allows governments to divert criminal justice resources towards more worthwhile causes. Instead of incarcerating people for possession of a plant which is safer than alcohol, law enforcement officers, courts and incarceration centers can focus on real crimes.
The creation of jobs is a major advantage in jurisdictions that allow recreational cannabis as part their legalization model. It is also important to create jobs in rural areas because it’s often difficult to do so. Taxes and licensing fees are another benefit of legalizing the industry. In the United States for example, sales of adult-use cannabis have generated more than $28 billion in revenue since 2014. The public revenue generated by cannabis sales is used for the benefit of all citizens, not only consumers and industry participants.
Researchers are increasingly exploring the indirect benefits of legalizing adult-use cannabis. One recent study was conducted by Xiaowei Zhang, Department of Applied Economics, University of Minnesota. The study Focus was on the impact that legalization could have on rates of food insecurity. Findings were presented at the 2026 Agricultural & Applied Economics Association Annual Meeting.
“While substantial research has focused on the economic and social impacts of legalization, relatively little has explored the relationship between recreational marijuana legalization (RML) and food insecurity—a critical indicator of public health and economic stability that affects millions in the United States. This paper fills in this gap by empirically exploring the impact of RML and food insecurity. The author of the study wrote.
When someone is unable to access the safe, affordable and nutritious food they need to maintain a healthy lifestyle, this is called food insecurity. Food insecurity is a lack of reliable access to safe, affordable and nutritious food that’s required for a healthy life. United States Department of Agriculture Food security and food insecurity are defined as follows:
- Food safety is of high importanceNo reported problems or restrictions in accessing food.
- Marginal Food Security: one or two reported indications—typically of anxiety over food sufficiency or shortage of food in the house. Little or no evidence of a change in diet or food intake.
- Low food securityThere are reports of a reduced variety, quality or desirable diet. Little or no evidence of a reduced food intake is available.
- Food security is very lowMultiple reports indicate that eating habits have been disrupted and food intake has decreased.
RML could affect food security through multiple channels. On one hand, legalization could improve food security because it creates employment and income through the expansion.

The study’s author did mention that legalizing cannabis could lead to an increase in food insecurity, but the main reasons were based on anti-cannabis talking point, like cannabis users developing mental health problems due to their use, and being less able to go to work.
