Cayman Island officials, an autonomous British Overseas Territory in the western Caribbean Sea are evaluating public responses to proposed changes in cannabis laws. The public was asked to submit responses over a two month consultation period.
On July 1, 2026, Cayman Islands government published The discussion paper “Cannabis Reform – Options for a Harm Minimisation Framework”, which contained various options for modernizing the current cannabis laws, was released on September 1st. The public consultation ended on 1st September.
Cayman Islands Law Reform Commission has been reviewing public comments on proposed changes in cannabis laws. reported Cayman Compass Local coverage is provided by the media. “The staff of the commission are currently “collating, and reviewing” 33 responses that were logged during the two-month period of consultation.”
The commission also stated that it is too early to comment about the number of submissions in favor or against the proposal or the time it will take to submit its final report to Attorney general Samuel Bulgin. Also reported by the outlet.

- Whether the importation of cannabis, its production, distribution, or sale should be illegal.
- If the home cultivation cannabis should be criminalised.
- Decriminalising cannabis possession and consumption for minors?
- Should administrative penalties be used to replace criminal penalties?
- Decriminalisation of dried cannabis or all cannabis?
- Possession limits are possible;
- Should minor cannabis convictions be wiped out?
The Cayman Island cannabis policy review is a result of a decriminalization vote held in April 2020 as part of general elections. More than 60% of voters approved this referendum measure.
