Many jurisdictions in the world allow consumers, patients, and entrepreneurs to engage in legal cannabis activities. There has never been better for cannabis patients or consumers in places where cannabis use is allowed, whether it’s medically or by adults. These freedoms were not achieved by chance. These freedoms were achieved only through the efforts of cannabis activists in the local area. It is vital that activism continues as the cannabis industry expands globally.
It is difficult to identify the very first cannabis activist effort. However, we can be sure that many of these efforts started immediately after prohibition was enacted in various jurisdictions. Cannabis prohibition is a bad public policy that has existed since its inception. People with empathy and compassion have been fighting it on many fronts.
First Major Cannabis Reform Victory
Oregon’s lawmakers announced a measure decriminalizing cannabis in 1973. It was the state’s first big victory in cannabis reform. In Oregon, for the first time since nearly 40 years in the United States consumers were no longer facing jail time if they had a small amount of marijuana (one ounce). They were instead fined, and no criminal charges were brought against them.
Californian voters approved Proposition 215 in 1996. This made California the U.S.’ first medical marijuana-legalizing state. Californian patients were able to access their medication without any fear. Proposition 215’s victory in California ushered in an era of state-level legalization for medical cannabis in the U.S. and, by extension, inspired other countries to modernize their medical cannabis policies.
On Election Day 2012, Colorado State and Washington State legalized adult-use marijuana. Uruguay was the first to pass a nationwide adult-use cannabis law in 2013.
Cannabis Wins of Today
Today, several countries have legalized recreational cannabis. Canada, Malta Luxembourg Germany South Africa the Czech Republic, South Africa have also adopted such measures. Czechia is set to implement its law on January 1, 2020. Cannabis advocates have been responsible for many of these successes.
Cannabis users must not become complacent or make the error of taking their newly granted freedoms as a given. The fact that medical marijuana and adult use policies have seen modernization does not guarantee that they will remain unchanged. Thailand is a good example.
Thailand’s lawmakers passed a landmark cannabis measure in 2022. This led to a rapid growth of the emerging marijuana industry in Thailand. In 2022 Thailand amended its Narcotics Act, which resulted in the removal of cannabis from Thailand’s controlled drug list. This led Thailand to become one of the world’s top destinations for cannabis tourism.
Cannabis laws are regressing in some states
Sadly, Pheu Thai eventually gained control over the government of Thailand and began tightening regulations in the first half of this year. This policy bans retailers from selling marijuana to consumers without prescription and classifies cannabis as controlled substances. Other jurisdictions are also working to reverse cannabis regulations and laws.
In Germany, the Federal Cabinet has recently approved a new measure to amend the Medical Cannabis Act. This measure, drafted by Germany’s Federal Ministry of Health BMG, requires a doctor to meet with a patient in person before issuing a cannabis prescription. The proposal also includes restrictions on the purchase of medical cannabis by mail. These two modifications would have a negative impact on patients suffering, in particular those living in rural regions or with mobility restrictions. It is certain that the proposal will dominate at the International Cannabis Business Conference to be held in Berlin, April 13, 15 and 2026.
Even in the United States where over a dozen state have legalized cannabis for adult use, efforts to reverse these provisions are underway. In Ohio, for example, the House of Representatives approved a recent measure, which, although not a complete legalization reversal would be a revision of the state’s law on legalization to remove some protections of adult use cannabis activities. Massachusetts is also waging an initiative by cannabis opponents to alter the legalization system there.
The battle continues
Here are a few of the efforts made by opponents to cannabis reform in order to reverse recent progress. All of these efforts are a reminder that the fight for cannabis reform will never be over. Cannabis patients, cannabis consumers and cannabis advocates should not get too comfortable. Fight for a sensible cannabis policy. Future cannabis policies depend on this.
