Illinois Lawmakers Consider Cannabis & Hemp Changes During Final Days of Session

WAND says Illinois legislators could make major changes to the state’s cannabis and hemp laws during this year’s final legislative sessions.

The proposals, SB 20 and HB 5784, seek to establish Illinois adult and medical cannabis industries and regulate CBD-derived hemp products.

The Senate is co-sponsored by Sen. Kimberly Lightford, the majority leader (D), would introduce legislation to create a legal framework for hemp CBD products which are non-intoxicating. This is in anticipation of upcoming federal changes on THC derived from hemp this coming November.

It also seeks to implement multiple reforms for the cannabis industry. These include doubling Illinois’ possession limits, expanding opportunities for expungement, allowing telehealth services for medical marijuana patients, dispensary drive throughs, and increasing dispensary operating hours up until 2am.

The bill is all about the people. From protecting grandmothers who purchase CBD oil as a treatment for arthritis, to ensuring a social justice transporter has a viable business and to protecting underage youths from harmful products. Bills also include language that helps businesses who are selling hemp intoxicants move to the cannabis-licensed industry of the state. First licenses will be reserved for those applying on the basis of social justice.

Recent hearings in the committees have heard both proposals. The session will end on May 31st, 2026.
