The bipartisan plan, filed by U.S. Reps. Dave Joyce, Max Miller, and Dina T. Titus, seeks federal legalization of cannabis for states, territories and tribal nations which have passed reforms on adult use.
This bill would shield people from prosecution if they are complying with local reforms of cannabis. In addition, the bill would allow interstate commerce in cannabis products. It would also reform the tax code for this industry to ensure that businesses operating under state laws would not be subjected to IRS Section 280E.
In a recent press release, Rep. Joyce (a member of the Congressional Cannabis Caucus) said that “whether a state supports legalization or is against it, we all can agree on the fact that the federal policy towards cannabis is currently not working.”
The STATES 2.0 Act will ensure that the federal government doesn’t interfere with tribes or states who have legalized cannabis. As Co-Chairman of the Cannabis Caucus, I want to promote this commonsense legislation. “It’s high time national policy caught up to the states, or got out of their way.” — Rep. Titus, in a statement
Rep. Miller stated that the STATES 2.0 Act will “establish commonsense safeguards to protect children, promote safety and public health, support scientific studies, address addictions and mental-health concerns and maintain the rights of community that opt out of marijuana use”.
Miller stated that “this legislation allows each state to implement policies which reflect their needs and values without worrying about federal interference.”
