Last week, North Carolina’s Department of Health and Human Services Advisory Council on Cannabis released an interim report in which it called for the legalization of adult-use of cannabis. Governor. Josh Stein (D), the governor of North Carolina, has supported the proposal.

The advisory group noted that, while the majority of states had legalized adult-use cannabis reforms before legalizing medical cannabis, they suggested going straight to legalization. This is because establishing and regulating one industry was much easier than regulating two. Also, a medical program could “fuel an already robust illegal market” without regulations to guarantee consumer safety.
The governor appointed the advisory committee last year, comparing the illicit marijuana market in his state to the Wild West. Over the weekend he endorsed their plan, calling for “a safe, legal and well-regulated adult market.”
This group was given the task of developing a solution that would address unregulated sales of cannabis, based on public health and safety. I also asked them to focus their efforts in keeping youth safe. This report is intended to provide guidance for the General Assembly. Cannabis remains illegal in North Carolina. However, the Eastern Band of Cherokee Indians, located in Qualla Boundary, has made it legal for adult use and launched retail sales last year.
