Pennsylvania House Adopts Cannabis Legalization Bill

Marijuana Moment reports that on Tuesday, the Pennsylvania House of Representatives approved a cannabis-legalization plan for adults which included state-run dispensaries.

On Monday, the House Health Committee advanced a proposal that was introduced only on Sunday. House members narrowly approved the proposal with a vote that was based on party lines. All Democrats supported the bill, while all Republicans opposed it. A second vote is likely to take place soon on this proposal. If it passes, then the bill moves to the Senate.

Bill would allow adults over 21 to possess cannabis and set up a framework for commercial cannabis cultivation and distribution. Retail sales would be taxed at 12%, and all dispensaries would be operated by the state — however, the industry’s cultivators, processors, transporters, and potential consumption sites could be privately owned, the report said. The state Liquor Control Board would oversee the cannabis industry and would issue a $100 annual home cultivation license. Bill also sets THC limits for cannabis flower and edibles.

Health Committee member Rep. Charity Grimm Krupa (R) noted during Monday’s hearing that “it’s no secret that I stand in opposition to broadly legalized adult-use marijuana — but frankly, I’m appalled by the manner in which it’s being rammed through the committee and the legislature.”

Rep. Dan Frankel said, “This has been an open and transparent process.”

Pennsylvania Gov. Josh Shapiro is in favor of legalizing marijuana, and almost all the neighboring states to Pennsylvania have passed laws legalizing it.

A report from last year showed that the state would be able to generate more than $1 billion of cannabis tax revenue in five years if legal sales were allowed.
