Pressuring Pennsylvania Senators over Cannabis

Pennsylvania House Democrats are urging the state’s residents to put pressure on senators to pass an adult‑use cannabis bill.

Pennsylvania legalized marijuana for medical purposes in 2016, however, recreational cannabis remains illegal on a federal level.

The attitudes of voters towards the use of alcohol by adults in Pennsylvania have changed dramatically over time. In the Muhlenberg College Public Health Program 2025 Pennsylvania Health Survey 52% of respondents were in favor of the full legalization, while 21% of them opposed it. This is a big shift from the medical marijuana legalization year, when only 39% of respondents were in support and 38% against.

The Cannabis Health & Safety Act – House Bill 1200 – was passed by the state’s House of Representatives in early May this year. However, the PA Senate Law & Justice Committee rejected the bill late that month.

The PA House Democrats say the Cannabis Health & Safety Act will:

  • Adults 21 and over can choose.
  • Earn billions of Dollars
  • Make public retailers accountable to the public.
  • Protection of minors and protection of health

The letter will also be addressed to the residents’ senators. The letter States in Part:

“Virtually every state surrounding Pennsylvania has legal adult‑use cannabis, and it’s time for us to pass a law giving adults the power to choose. The Cannabis Health & Safety Act – House Bill 1200 – not only would have generated billions of dollars in revenue, it would have created jobs, protected communities, and kept cannabis out of the hands of kids. Please do what is right and begin treating me as an adult. Give me the freedom of choice America was built upon and legalize adult‑use cannabis.”

Some Republican Senators support legalization. Consider, for example. a bipartisan bill recently introduced By state Senators. Dan Laughlin and Sharif Street would be able to legalize the use of adult 21-year-olds.

Pennsylvania’s program for medical cannabis is continuing to grow. Statistics as of the middle April 2025 show that there are 446.480 active certifications for patients, 33 grower/processors in operation, 1.897 practitioners approved and 187 dispensaries operating across the entire state. The program has generated $7.5 billion since its inception.
