Vermont police is looking for volunteers to help them consume cannabis under controlled conditions so they can train on identifying the signs of impaired driving.
The report states that the Vermont Police Academy will receive a grant of $20,000 in 2025, from Responsibility.org and Governors Highway Safety Association. This money is to be used to increase training to officers to recognize cannabis impairment. Data from the state shows that crashes with drivers who are suspected to have only cannabis in their systems increased marginally between 2021 and 2025. According to the Free Press, impaired driving contributed to 51% of Vermont road deaths.
In the past, officers have been able to monitor volunteers in controlled settings who had consumed cannabis. First, a workshop took place in November 2025. A second was conducted in June 2026. After completing two cannabis-intake sessions, participants were assessed. Officers could then practice how to identify impairment.
JamieLee Bedard is the impaired driving training coordinator. She told The Outlet that “these workshops provide a unique opportunity to learn which cannot be duplicated in a class.” Officers learn how to recognize signs of impairment from cannabis, and volunteers understand the impact of cannabis on their driving ability.
The organizers said that the program creates an opportunity for law enforcement to have a dialogue with Vermont’s cannabis-regulated industry. Mountain Girl Cannabis, Rutland’s owner, spoke to officers during the training in November about cannabis industry trends and misconceptions. The report states that the academy will expand this program to include similar training for law enforcement agencies across the state.
