A House Public Information Services’ report states that the Minnesota House approved HF4203, the omnibus cannabis bill, on Sunday by a vote of 92 to 42. The measure is intended to relieve some industry regulatory constraints.
Jessica Hanson, the sponsor of the bill (D), called it a collaborative effort that was designed to help “right size” medical cannabis licensing in the state.
The bill eliminates the combined medical-adult use license in place and establishes a 38,000-square foot limit for indoor cannabis cultivation. That’s down from the 90,000-square feet maximum for current licenses. In turn, the bill will create a cannabis microbusiness licence that is available in 2027.

A House Committee added amendments to the proposal, and Senate members reconsidered it. They passed the revised version on Sunday with a vote of 34-33.
Bill also contains new regulations that will allow businesses to be licensed for both cannabis and hemp, as well as the beginnings of a therapeutic psilocybin treatment program.
