New York Office of Cannabis Management is now accepting applications from dispensaries that are licensed to operate temporary cannabis-related events. Cannabis ShowcasesFarmers’ markets and pop up retail are examples of this. This initiative seeks to provide regulated access to the markets for growers, processors and retailers in accordance with state-established frameworks.

The report was published by Marijuana MomentOCM began the process of applying for events that are meant to foster direct contact between businesses licensed and their customers. John Kagia said that the events would expand New York’s regulated marketplace while maintaining strict age restrictions and safety standards. This is done to allow businesses some flexibility, while still protecting public health standards and local authorities.

Cannabis Showcase Events: A Regulatory Framework

Introduction of the new Cannabis Showcases The program is a result of legislation that was signed into law by Governor Kathy Hochul in 2013, which expanded an existing program originally established in 2023. In May, the state’s Cannabis Control Board adopted specific regulations to implement this program. CCB chairperson Jessica Garcia emphasized the Board’s obligation to implement new business opportunities with consistency and clarity, allowing licensed businesses to take advantage of seasonal opportunities without compromising public health standards.

Operational Restrictions and Guidelines

OCM guidelines have been developed to govern the temporary event.

  • The age limit for participation is 21 or over.
  • Officials must give written consent to all local events.
  • Organisers are required to submit a pre-application for the OCM.
  • Distances from public facilities such as schools, churches, and youth centers must be adhered to.
  • Organisers of events must provide detailed plans for safety, security and reporting incidents.
  • Cannabis consumption on site is not allowed.
  • Cannabis products cannot be given away as samples.
  • The only retailer authorized to sell at the event is the retailer who holds the permit.
  • The exhibiting of products by cultivators and processors is allowed, but they are prohibited from selling directly or giving samples to the attendees.
  • Each event is limited to a maximum 14 days.
  • One venue can only host an event for 45 calendar days.

The broader market context and legislative developments

This new regulation for Cannabis Showcases New York continues to work on expanding and improving its cannabis market. Governor Hochul commemorated the fifth anniversary of legalized adult-use cannabis in New York by highlighting the US$3.3 billion retail sales as well as the opening of more than 600 licensed marijuana shops in March. In addition to promoting social equality, this market expansion aims at mitigating illicit trade and reducing the illegal market.

In January, New York state officials published reports that detailed the development of New York’s adult-use and medical marijuana markets. They noted record sales, and the revenue contribution to the state budget. OCM reported in its annual report that Governor Hochul had also signed legislation to enhance patient access, update the program’s framework and expand the medical marijuana program. The recent legislative activity includes approvals to reciprocity with out-of state medical marijuana users and the availability pre-rolled joint in the medical market. In addition, legislation was introduced that allows liquor and wine retailers to sell low dosage cannabis-infused beverages. The zoning rules for marijuana stores have been rewritten to give greater flexibility for those located near schools or places of worship.
