Oklahoma Governor Calls for Statewide Crackdown on ‘Psychoactive Marijuana Byproducts

Oklahoma Gov. Kevin Stitt on the 28th of April called upon four federal agencies to coordinate an statewide enforcement campaign against unlawful manufacture, distribution and selling of “psychoactive pot byproducts.”

These cannabinoids—often synthesized or chemically altered from non-intoxicating CBD derived from hemp—pose a growing risk to public health and safety, Stitt said in the letter to leaders from the Oklahoma Bureau of Narcotics and Dangerous Drugs Control (OBNDDC), Oklahoma Medical Marijuana Authority (OMMA), Oklahoma Department of Public Safety (DPS) and Oklahoma State Bureau of Investigation (OSBI).

“These compounds, often marketed to young people, have psychoactive properties that threaten the safety and well-being of Oklahomans,” Stitt said in a Press Release. “We need to act swiftly and in collaboration with others, both legally and illegally operated markets must be held responsible.”

The Governor gave the following instructions to agencies:

  • Coordinated Investigation Identification and investigation of the manufacturing, distribution, and sale, through both licensed and non-licensed dispensaries, such as convenience shops.
  • Enforcer targeted: OMMA is responsible for ensuring compliance with the regulatory framework of dispensaries.
  • Regulation Assessment The agencies will identify regulatory gaps, and make recommendations to Governor’s Office for improvements in statutory and administrative laws.

Stitt wrote, “Reports about the growing availability and use indicate that the state needs to intensify efforts to fight this problem.” In this letter, I ask that you work closely together in order to enhance enforcement and regulatory actions. To effectively fight the illegal manufacture, distribution and sales of these compounds in Oklahoma, a cross-agency, unified approach is essential.

The Governor requested that agencies submit a 30 day update on their joint approach to his Office.
