Switzerland’s Parliamentary Commission approved an adult-use cannabis legalization bill last week and sent it onward for consideration by the full body, according to Agence France-Presse. Switzerland currently permits medical use of products with less than 1% THC concentration for treatment purposes only.
Draft proposal approved by lower house of parliament’s Health Committee with 14 votes in favour, nine against, and two abstentions. Citing data from 2022 Swiss survey which revealed 4% of individuals aged 15-64% have consumed cannabis within last 30 days and that “cannabis is part of society”, it stated, that cannabis use “is part of reality”.

The commission noted that while legislation must regulate cannabis cultivation, manufacture, and trade activities; it should not promote consumption.
Under this proposal, adults aged 18 years or above in Switzerland would be permitted to grow up to three plants at home and buy and consume cannabis legally; branding would not be permitted and packaging must carry warning labels for safety.
According to the report, these shops would be government-operated, limited in number, non-profit operations where proceeds would go toward drug prevention efforts such as harm reduction or addiction support services.
