Virginia lawmakers reject Governor’s amended cannabis sales proposal

Virginia General Assembly has rejected changes made by Governor last week. Abigail Spanberger, a Democrat from Virginia who is introducing a bill to legalize adult-use marijuana sales in the state.

Legislators decided not to approve the governor’s changes and instead sent the bill straight back to her, risking the veto.

The proposal was passed by lawmakers in March. Last week, the Governor, in the final day to act on the bill was unable to do so. Spanberger chose to send the legislation back to legislators instead of signing it or vetoing it.

Changes made by the governor included a six-month delay in the launch of the market, to July 1, 2027. They also reduced the initial number of retail outlets that were allowed to operate and increased penalties for criminal conduct.

The lawmakers also lamented that the governor sent back a replacement bill instead of line-byline amendments. They were then forced to look at the changes in an all or nothing perspective.

It is not yet clear if Spanberger will sign, veto or let the marijuana sales bill become law.

During her campaign for governor last year, the governor stated that if a bill allowing adult-use marijuana sales reached her desk as governor she would make it law.
