Health Canada proposes making CBD products available without prescription – MEDCAN24


Canada’s Health regulator has revealed plans to set up a regulatory structure that will allow CBD products be sold at the pharmacy without a prescription.

Since 2018, CBD, as well as all phytocannabinoids and other cannabinoids are on the Prescription Drug List.

The lack of scientific proof supporting CBD’s efficacy and safety was blamed for the seemingly paradoxical state of prohibition. CBD can be found in cannabis that is legalized to adult use.

Health Canada announced a proposal for integrating CBD in the framework of natural health product (NHPs) on 7 March 2025.

The industry is currently seeking input from stakeholders on the proposals before making a decision, which should be made after 5th June.

In order to include CBD as a medical ingredient in NHPs, it would be necessary to amend the Food and Drugs Act and Cannabis Act.

Health Canada established the Science Advisory Committee on Health Products Containing Cannabis in 2018. The committee determined, previously, that CBD doses up to 200 mg daily for a period not exceeding 30 days are safe for most adults.

The committee also found that research was lacking, in particular regarding the long-term effects of drug use and potential interactions with other drugs, as well as the impact on those populations most vulnerable, such pregnant women and people with medical conditions.

Health Canada, on the other hand, remains cautious and stresses that high-quality research evidence is needed to assure consumer safety.

Nevertheless, there are significant research gaps. These include long-term effects, possible drug interactions and their impact on vulnerable populations, such as women who are pregnant and people with medical conditions.

Health Canada, on the other hand, remains cautious and stresses that high-quality research evidence is needed to assure consumer safety.
